The Office of the Child Advocate & The Child Protection Accountability Commission

The Office of the Child Advocate (OCA) shall safeguard the welfare of Delaware's children through educational advocacy, system reform, public awareness, training, and legal representation of children as set forth in 29 Del. OCA and the Child Protection Accountability Commission (CPAC) are responsible for developing and providing quality training to Delaware's child welfare professionals and other professionals working with children. CPAC by statute, is the recognized provider of Mandatory Reporting on Child Abuse and Neglect training for the State of Delaware. We offer mandatory reporting and other advanced training on child welfare for medical, educational, legal, and other professionals, as well as members of the public. Our training is designed to be accessible, evidence-informed, and tailored to the needs of those working with children. Whether you're a frontline worker or a concerned community member, we’re here to support your learning journey.
